Can a word based image be flipped?

It's not possible to "flip" the file to achieve what you want, period. You will have to create a new design for the "flipped" version manually.
If you have the original layered file, along with the necessary fonts, then it would be possible to create a new file replicating the effect, but having the "claw marks" repositioned and mirrored. Without an original layered file with its separate components, it would be a vastly more difficult task. It would be less onious if what you have is a vector file then the task of recreating the components so that they can be used in the "mirrored" version. If you only have a bitmap (e.g. PDS, TIFF, JPEG (ugh!!), ...) they it will the a difficult task to do well.

yeah claw marks didn't work out...
messed up the "S" claw rips and for no real gain.
Think will have redesign it.
May put "the" inside top of the "B" and "black" inside top of the "E" and put the claw rips thru the 3 middle letters then it would be symmetrical(ish) to place of either side of vehicle.

That's close to the best you can get without a massive amount of work. The only improvement that would be easy, and only "might work", would be to invert the original "S" with its claw marks and then mirror the top and bottom claws mark without mirroring the "S".
