iPad Can access the Developer beta even I'm not a developer?

I don't know if it's a bug in iPadOS 16.6. I can access the iPadOS 17 developer Beta. I am not a developer.

Just understand, that the developer beta is what app devs use to debug/modify their apps to work properly. So expect some apps to not work right with it.
