What I want to do AirPlay video from Mac to Apple TV. I then want the Apple TV to send the video over hdmi and the sound over airplay to a HomePod. Is this possible?

Yes it will work fine. I’ve done it with a video playing from Safari. But if it’s a video that can downloaded added to the TV app I would do that first.

It’s just an mp4 that’s on my laptop (tv series).
 
I would add it to the TV app. It’s more solid. Then you don’t have to worry about doing something that would kick AirPlay off. Use the Computer app assuming you have a HD or 4K. I use AirPlay as a last resort. I prefer to Home Share. Computer app will even remember your place. You also don’t have to be playing the video on your laptop at all.

It’s a 3rd gen Apple TV.
 
Ok well then none of my answers may apply. I don’t know if 3rd Gen has AirPlay 2. I haven’t had a 3rd Gen in 5 years.
 
it's been a while, but if you can load into iTunes and use computer app or whatever it is called on the 3, you'll have much better luck.
You could play the file directly on the aTV, and then airplay the audio.

airplay is OK, but not great as a permanent solution. because of the delay that's a result of buffering, playing video and syncing with audio can be problematic. Airplay1 was worse about this, and the aTV3 doesn't support airplay2
