When you say "I can't", what's actually happening? For instance, I had two notifications from the Ring app in my Notification Center. They are stacked. When I tap on the stack, it expands and shows each of the two notifications individually. So you're saying when you tap on a stack of notifications it just opens the app instead of expanding to show the individual notifications?
After some testing I’ve found what you mean. If a notification you click on actually opens that app then you don’t return to the list of notifications.when I tap on the stack I can only see one notification. It doesn’t let me clear that single one to see the others.

if they don’t actually open the app and just expand it so you can read it - then you can clear that and move onto the next notifications.
I’ve found that with the ones that force open an app that s to delete that one. The swipe straight down from the notch to bring up your Los t of open notifications.
