iPad Can Anyone Else View This News Page Link With Your iPad ?

This is a link to a Chinese Canadian newspaper. It's a scanned copy made available to the public. Needless to say, I was unable to view it with the latest iPad at a Best Buy.

Is it safe to assume that this page cannot be viewed because it requires a flash plugin ?

It is Flash and doesn't work in Safari on iPad. It does work in the Puffin browser, not a great UI for touch but it is workable.
