Can either the 13 or 15" 2017 mbp run 4k smoothly?

Looking to get into a 2017 mbp (either 13" ntb or 15"), but I've heard that they both drop frames/get stressed. Is this the case?

I'm normally web browsing or watching youtube videos and have ~10 tabs open and occasionally will run ubuntu on a VM.

They both can. Of course getting the right screens and cables will help enormously so do your research.
