You can ask them to activate it. Their policy has been since day one never to activate a phone not made for their network though.
In light of the new unlocking stuff going on however, they may activate it. But there is nothing in the law or the CTIA agreement that says they have to.

I say might. A lot of these promotions were started before the unlock policy changed.
I'm paying ~$190/month. Two lines, family plan, unlimited data.Which after all the add ons still will come to just under $100 a month :-/
