Can I convert my library to "cloud only"?

If I have physically downloaded songs, is there a way to make my library exist in the cloud only so as to save hard drive space? If I'm going to subscribe to Apple Music, what's the point of keeping a local copy if I'm always on wi-fi?

Also, I have several songs on my wishlist, but it will only take me to iTunes store, not the place where I can download that song for free or however you call it.

yes, in iTunes select and delete songs. it will ask you if you was to delete download or delete songs, click delete download only and they will stay in your list as cloud songs.
