jb yes. unlock no unless you have bootloader 5.8 like me. (bought the 3g first 3 months it came out)

just to elaborate on this, with 3.1.3 installed, use redsn0w with the 3.1.2 ipsw file and once jailbroken install fuzzyband and check if you can downgrade the baseband so you can unlock

You can't unlock.
Odds of fuzzyband to work are very slim.
