I'm getting one of the new 16 M1 Max Macbook Pro- and I was wondering could I bypass the setup and go into the recovery mode to restore from backup? or Do I have to go through the setup, and then choose restore from Time Machine?
 
You should be able to boot to recovery at any point so can't see why you couldn't ( not sure though of the benefits of it though either)
 
Agree with Coastal.
Don't try any "shortcuts".
Do a regular "setup procedure", and have your current tm backup ready when setup assistant "asks for it"...
 
yeah i have my other mac book pro backed up i know I also could just do the migration I did that with my my old Mid 2011 Macbook Air to my July 2019 13 inch intel Macbook Pro and that did take a while to completed so I think I will do the normal setup and do restore from Time machine
