How can I safely downgrade to iOS 6 without losing my texts and photos? Can I load a iOS 7 backup to iOS6?
 
Hmmm, I remember during the beta people were having issues with this. Their iOS7 info (SMS, Photos, etc) had been upgraded to iOS7, thus weren't compatible with iOS6.

The best thing you can do is to import all your photos to your Mac/PC and at least try to save those.
 
Apple iTunes does not let them restore a backup to an iPod iPad iPhone with older iOS version.

You actually can downgrade from 7.0 to 6.1.4 - just did - with my AT&T iPhone. Apparently there is a (non-official) 24-hour window in which this is still possible. Grab a 6.1.4 ipsw and do a custom restore. Very happy to be back - I really didn't like the overly white / flat look with the ugly icons and some of the changes they did to mail and calender. I also like the old "search" better.
Other than than that, I liked the new features of IOS7 a lot (especially all the former jailbreak tweaks being embedded).
 
you can downgrade and restore from icloud. the last backup before you updated to ios 7. This will restore everything except music to the way it was prior to update. Any texts/etc after you updated will not be there.
