No, you do not need a 4K display to edit 4K video. Depending on the memory and storage available on that iMac, you should be fine. May not be the fastest configuration ever, but if the 4K footage is H.264, the Quick Sync version built into your 2012 iMac's CPU will handle it w/ hardware acceleration for playback and encoding. So that'll help things.

I guess the other question would be,
Would the addition of a 4K monitor help or, be any better for "normal" image PP (PS)?

If you're still talking about the same iMac 2012, the problem will be driving that 4K display. While the higher resolution certainly would be nice no matter what you're doing, the 2012 iMacs won't drive a 2nd display at anything over 2560x1600. You'd need 3840x2160 to drive a 4K display, and even then, you want to try to do so @ 60Hz (a lot of marginal systems or connections might drop down to 30Hz, which is pretty choppy for user interface).
 
Let us know how it goes playing on your primary display. If there are performance issues, I would recommend transcoding your 4K footage into Proxy (right click file(s) in the Event Media window --> Transcode). Then, click the little light switch in the top right corner of the primary viewer and click "Proxy" underneath "Original/Optimized". Make your edits, then switch it back before your export.
