As in, use the native options on iOS on my iPad to erase all content and settings and then just set it up as new, without being forced into an iOS 9 upgrade?

I've reset network settings, but this is different.. so hopefully someone can help.

It's all done offline; erasing content and settings doesn't affect the iOS you currently have installed.

Should I be cautious about connecting to iTunes for carrier updates?

Make sure you're not jailbroken, if you are then "Erase All Content & Settings" will force you to restore/upgrade.

Alright on that front. I abandoned jailbreaking after hotspotting wasn't required, so jailbreak-free. Thanks for the heads up though.

Always underestimate how long it takes to set up as new. Finally done a little over 3 hours later.
