Or do I need to wait until it throttles the phone? It would be out of warranty/apple care but I don’t mind paying as its in the low 80s and would like a new one.

Or are apple stubborn and wont replace unless they feel it is ready to be?

I sent my iPhone in at 86% health and they replaced it so I would say yes though YMMV.
 
If you’re paying full price for the repair, they’ll replace the battery even if it’s 100%.
 
Thanks. And is this something that can be done in store or does it need to be sent away?
