Here's my plan:

-Buy a Macbook with Tiger now.
-When October comes along, I will buy the Leopard install disk.
-Upgrade my Macbook with Leopard.
-Upgrade my iBook with Leopard.

Can it be done without too much hassle?

Does the Mac OS X install disk ask for the CD Keys and go through a convoluted activation process like Microsoft Windows?
 
You can ... but it goes against the license.

Apple will also have a Family Plan that'll cover multiple machines.

Note:

If www.bsa.org offered decent rewards for turning you in for doing it, likely someone here would. But they don't so it is pointless to bother.
