I just got my iPhone replaced today only to learn of this "quiet boot rom update".

My new iPhone is running 3.1.2 and baseband 05.11.07

When in DFU mode, I got this devince instance path:
    ...[IBOOT-359.3]

Is that good, or is 359.* a no-go?

This boot rom can be jailbroken. But it requires a tethered jailbreak. This means that everytime you restart your phone you must connect it to your computer and run an application to allow the phone to boot.

Everything I read mentioned 359.3.2... So even 359.3 is a sucky situation?

If your bootrom doesn't have a 2 on the end (359.3.2 or 359.32) it is the older one and you can do an un-tethered jailbreak.
