If you're talking about the balance for your App Store/iTunes Store Account (can be replenished via credit/debit card or App Store/iTunes Store gift cards) paying for iCloud, that's possible and should be charged before any credit/debit card on file would be. If you're talking about charging it to an Apple Pay Cash balance, it's not possible.
