I have Photos on my macbook set to Optimize Mac Storage. But many of the images are full resolution from when I edited them and or just looked at them (this drives me crazy!).

Questions:

1) Is there anyway to tell Photos to "re-optimize" all full resolution images on my macbook? Or even on an individual basis if I can't do them in bulk.

2) And back to what I said about how Photos downloads a full resolution image when I simply look at an image in Photos: Is there any way to stop this action? I would only want to have it download a full resolution image if I want to edit, print or export it. It's so maddening that as I am browsing through my photos that on each one I view, it immediately downloads the full res version.
