Can I reset and reinstall with shortcut command keys using a 2002 eMac?

I'm wondering if the emac has the ability to boot with shortcut keys as in reset and reinstall using things like command r? Or is there a totally different combination of keys? Or do I simply need a CD or DVD with the original software of OSX tiger on it?

You'll need discs. It wasn't until 2010 that Internet Recovery became a thing.

Even then, the recovery partition did not exist on systems older than Lion.
