i just got my replacement iPhone X I have a backup from 11.1 the new one came with 11.1 can I install that backup to the new iPhone without updating to 11.2.1?
 
You can install a current or earlier backup to iOS. You just can't install a newer backup than the iOS.
 
Ok how do I do that?
If you've already set up the phone, then Erase All Contents and Settings and when you restore enter the Apple ID for the backup you want to restore to. Then select that backup and restore.

If you haven't set up as new yet, when it asks for your Apple ID use the credentials for that backup and when it asks if you want to setup as new or to restore, choose restore and use that backup.

Ok thanks man. I went ahead and just transferred all my contacts pics and videos from my att app.
