Can I restore? Ios6 4S onto ios7 5S?

My wife upgraded her 4s to a 5s. It's still on ios6 but I want to know if I can restore onto the 5s or if I have to update the 4s to 7, backup again, THEN restore.

If I could save a step that'd be great. (Yes I understand that either way I'll have 7 on the 5s )

I did the exact thing, everything worked, except more than half of the apps were out of the folders/in the wrong place/out of order. Also, after you finish restoring, wait a bit before disconnecting, as itunes will download the rest of the apps onto the phone. It would say restore complete, but there's that extra step..

Mind you, you cannot restore backwards.
