Hi, please help..

I have ios9.01, jailbroken with the recent Pangu app, on my iphone 6 plus.. I have many apps and jailbreak tweaks installed. Now my phone has becomes somewhat buggy. I am too lazy to check which tweaks causing problem to my phone..

I am thinking of resetting the phone and do a clean jailbreak again.. However I still wish to restore the phone to my most recent backup on itunes.. I've got too many files, messages and photos in my phone..

My question is, when I restore my phone, must I also upgrade to ios 9.1?
Can I still proceed with the restore without upgrading to 9.1?

You can safely restore a jailbroken phone from a backup, without changing the iOS version. I have done it many times on my 4S (still running 6.1.2). Just make sure you select the correct option from iTunes. However, this will of course restore whatever is in the backup onto your phone, so it will not be a “clean slate”.

I believe there are tools which allow you to “reset” or “remove” a jailbreak without upgrading, but I have not used them.

you can wait and see when saurik finishes his restoring tweak/app and takes it out of beta for ios9 instead and then you can do it.

No you cannot restore without going up to the latest iOS version.
Use Cydia impactor to see if that solves your issues.
Or just remove all your jb hacks and install a few things one by one to isolate the buggy packages.

Correct.
Also you cannot do an "erase all content and settings" on a JB device anyway.
Im hoping Impactor gets updated soon also cause it will be a very helpful tool to revert back to stock ios image incase JB issues come up and your filesystem is beyond repair.
Impactor will remove and revert all changes made to the device and return it to "stock" Apple iOS software without updating to a new version of iOS.
You will have to JB again but that's no big deal.
