I'm beginner. I saw the utility folder in the finder. Can I run it or only export people use it?

Not sure what you are asking. Disk Utility is an app you can run. But unless you know what you are doing and have a reason to run it, you shouldn’t, as you can mess up your computer if you don’t know what you are doing.
 
Yes, you will need to use Disk Utility occasionally:
Format external drives that you might use.
Erase or partition drives that you need to re-purpose.
Using the First Aid function -- simple tests of directory structure on the drives that you already have. That gives you a first-line check to let you know that a drive might be damaged, or maybe just needs a quick run-through.
You can also use Disk Utility to encrypt drives.

Yeah, but if he doesn’t have a specific purpose in mind and doesn’t understand how it works, he should leave it alone. Sucks when you format your data drive or system drive by accident :)
