There are some games I played around 2009 and 2010 that I really enjoyed.

I am aware many of them never got updated to 64-bit, so the newest iPad they would run on is the 4th generation iPad (2012; iOS 10.3.x).

If I buy a 4th generation iPad, are 32-bit still available for download, or have they been completed removed from the App Store?

Examples are geoDefense (the current one in the App Store is a fake), geoDefense Swarm and Alphabetic.
 
Some of my iPad 2 games are still available. They can be downloaded from Purchased section but not every app still maintain listing on the App Store, meaning you can download but cannot see description and screenshots.

If you have time, download all or as many old games (old versions) as you can via iPad and backup the .ipa files to your computer (through Finder, iTunes or iMazing etc.)

Your iPad may not have enough storage for all those apps but it’s okay, once backed up, you can install whatever and whenever you like. There’s no guarantee how long those old games will remain in the cloud.
