Can I still upgrade to 10.2 even tho...?

I don't need to downgrade I need to upgrade and I understand that I can still do this because Apple is still signing 10.2 but when I restore to 10.2 I have to have the phone in DFU mode right ?

No, you don't need DFU mode for restore, at least for now. I restore my iphone 6s and ipad mini 2, using option key + restore on itunes. You should do it, signing for 10.2 is still open 🙂

One more quick question , if I have a device that was never on 10.2 and now it is on 10.2.1 can I downgrade to 10.2 even though I didn't save my 10.2 blobs?

Do I hit restore iPhone or restore backup in iTunes when I hold down the shift key ?
