Can I still upgrade to 10.2 even tho...?

    Can I still upgrade to 10.2 from 9.0.2 even know 10.2.1 is out ?

    Yes you can AND should upgrade. Apple will close 10.2 any day now

    No, you don't need DFU mode for restore, at least for now. I restore my iphone 6s and ipad mini 2, using option key + restore on itunes. You should do it, signing for 10.2 is still open :)

    One more quick question , if I have a device that was never on 10.2 and now it is on 10.2.1 can I downgrade to 10.2 even though I didn't save my 10.2 blobs?

    After you update to 10.2 just install tvOS profile to prevent OTA

    Do I hit restore iPhone or restore backup in iTunes when I hold down the shift key ?

    Yes as long as the firmware is still signed by apple.
