Can I tether a wi-fi connection?

At my school, it's one of those internet logins, so that won't be an option for my apple TV, is there some way I can use the wi-fi connection on my phone for my apple TV or will I have to ask IT to add my aTV?

I don't think so. Does your room have an Ethernet port? I had a similar problem at my school and I just used Ethernet all the time.
