Can I transfer files to VLC from someone else's PC?

I know you can't transfer files normally from a PC your iDevice isn't sync'd to, but can you transfer movies into the VLC app from someone else's PC?

I'm sure you can just like how you normally do. It doesn't exactly require you to do the full sync process just to transfer files.
