Is it possible to use an iPhone or iPad as a pseudo-Chromecast receiver or AirPlay target? (for video)

I know it's easier and cheaper to buy a cheap Chromecast (or an older generation AppleTV) but I'm just wondering if this is possible.

For example, maybe there is a media player app that accepts remote connections from other devices, etc?
 
@sofakng Apple never officially allowed for iDevices to act as a receiver/target although some audio receiver apps were temporarily available in the App Store before they got removed.
What kind of source/videos are we talking about?
If you have set up Plex, you can remote control which video is played on a different iPhone/iPad running the Plex.app as well.
(Plex example: You can connect an old iPhone via Lightning > HDMI adapter to your TV and control with your iPad which video is played on the TV.)

AFAIK, even jailbroken, receiving video was only possible until iOS 8 with Kodi. For audio I use AirSpeaker.
