Can I use Control Key shortcuts on 2020 (M1 Macbook Air)

I'd like to be able to use <Control> shortcut commands systemwide e.g. <Ctrl> <N> in Libre Office to open a new document, also the Control key commands for Save/Close.Cut/Copy etc.
Is there an easy way to enable this.

System Settings > Keyboard > Modifier Keys...

If you want to configure it on a per-app-basis only, I higly recommend (besides a bunch of other features) the paid app BetterTouchTool.
