I am from Taiwan. I'll visit San Francisco in January and I will drive from Las Vegas to Grand Canyon National Park.
I'll download Navigon app on my unlock iPhone 4 and buy the AT$T goPhone pay as you go sim card.
Should I buy the data plan too for Navigon navigation??
Someone told me that I can turn on the 3G connection for GPS and turn off the cellular data connection.
Is that OK???
 
Navigon uses stored maps unlike some other iPhone GPS apps. That being the case you do not need a 3G connection to use this app, so you can do without the data plan for your iPhone.

^ This. Unless you want to use features that require data (traffic, weather, etc).
 
Your iPhone will not enable 3G if you don't have mobile data settings defined.
At least this was the case when I activated my SIM.

You don't need any data connection to get a GPS Signal.
