Can I use reinstall discs for Leopard to upgrade my Tiger?

If you're asking if you can use the restore disks from one computer to upgrade another, the answer is no. You would need a retail copy to do that.
Not sure what you mean by "reinstall". But yes, you need a retail copy (bought from the store) to upgrade. Restore discs from other computers don't work.
i guess what i'm really asking would these install discs work to upgrade my tiger to leopard?

Easy Answer: Unless you are trying to use them on a MacBook, of the same vintage, then No.
Hard Answer: There is a way, but it is against the EULA to use them, so it is safer to say... NO.
