Can I use time Machine this way?

I am getting my old computer ready for my kids. It's an iMac. If I make a time machine back up and the erase the hard drive and start fresh can I then use the back up for just my music and photos to put them back on the computer?

Yes... you can access that backup by option clicking the TM menu item then select browse other backups. Then navigate to not the Pictures and Music folders and restore those.
