Can Ipad apps now work on iphone 6 plus

Is anyone know if the ipad apps can scale to iphone 6 plus ?
or if the app is designed only for ipad is there a quick way to auto scale it (for developers)?

No, they are different ratios.

You can't just take an app and scale it down. You have to optimize it for the screen size.
