Can iPad Mini 4 use Pencil?

I don’t know if it wasn’t mentioned during the conference and I just missed it or what, but does the new features of the iPad Pro work on the iPad Mini 4 & iPad Air 2? When I say new features I mean basically OS changes like multi-taksing and the ability to use Pencil.

in the keynote they said the Pencil is only going to be able to be used by the iPad Pro
