Can iPhone 4 and 4S handle iOS 7?

My friend has a iPhone 4 and he says its very fast no lag whatsoever

Everything runs just as fast as it did with iOS6 for me.

same as a few others, runs smooth.....battery life runs out faster...

Define "smooth". A lot of people are saying the animation framerate is bad.

Smooth meaning fluid no lag better than IOS 6 performance SSSSMMMMMOOOOOOTTTHHH 😀
