Can iPhone ship to address other than billing address?

I am planning on ordering from Apple.com or AT&T. However, the billing address currently on the account is not the one that I want it shipped to. Will I be able to specify a different shipping address or should I go change the billing address on the account before I preorder?

Change the billing address first. In the past they would only ship to the billing address listed on your AT&T account.
