Does it have the power? Does osx slow down on a external 27" monitor? Can it run 4k movies on it? Or do I need to get the 750m? I prefer cooler temps that's why I ask

I am running a later 2013 15" Nvidia on a 27" Thunderbolt Display without any problems. The only moment i see some lag is when changing desktops. Video plays smooth. Haven't tried 4k though yet.

The Thunderbolt Display has a resolution of 2560x1440 which is less than the resolution of a 15" so it should have no problems driving it.

I am running an old, 2001 PowerMac G4 with a 16MB ATI Rage Pro 128 in it (read: really crappy) and it powers a 1920x1080 screen just fine. I don't see how a GPU that's 12 years younger couldn't power such a screen.
