Can my Powerbook G4 1 GHZ run OS9?

I'm looking to sell my 15" Powerbook G4. The perspective buyer wants to know if he can run OS9 on this machine.

If the power cord plugs in from the side, no it cannot. If is plugs in from the rear of the computer, yes it can.
