My laptop was stolen. Now, when I try to update the iOS on my iPhone, I get a message saying "To perserve your content, apply this update on the computer where you sync apps, music, videos, and photos." I do not want to loose the apps, music, etc that are on my iPhone. What has to be done to fix this? Obviously, the stolen laptop is not available. Is there a setting in iTunes
( 10.6.1.7 ) that can be corrected?

If you have iOS 5 already, you can update directly on the device itself but there is an element of risk if you don't backup to iCloud or a computer beforehand. If you have iOS 4 or before, then you'll have to transfer your purchases/backup to a computer before moving forward with the upgrade.
