Can only send texts with iMessage on 4s

I got my iPhone 4s today and the only way I can text is with other people who have iMessage. It says the texts send but they don't get them and I can't receive normal texts either. If I turn iMessage off they still don't get them. Anyone have any suggestions?

I'd start with your carrier first. This typically happens when something is set wrong on their end.
