I have two phones and an iPad on my iCloud. I am signed in on all three devices. I have documents turned on for sharing. I have on several occasions on my main device changed deleted or added keyboard shortcuts which work for awhile and then seem to get overwritten by a previous version. For example. For a long time I had the shortcut "un" expand to my standard username for logins. My wife was irritated because she often mistyped that and it would pop up with my username on her phone. So I deleted the shortcut on my phone. In theory this should have synced with iCloud and changed it on all three devices (deleted). However about three days later boom it reappeared and the few shortcuts that I had created at the same time I had deleted "un" like sixp becomes 6+ disappeared.

Wth is going on that its reverting to older versions?

It's working fine for me, now. I was having problems with reminders syncing as well. I called support and they had me log out of my Apple ID and turn off my phone for two minutes turn it back on and log into my Apple ID. That seem to solve everything. I also did a network reset first.
My reminders are working my shortcut you're working, I messages are syncing... This solved them all.
Let me know if it helps.
