Why am I being charged twice? And why would they do a pre-auth, after they already charged me the full price of the phone?

Fear not the preauth is to make sure you had enough money in the account to make the purchase. It was a hold. Now they took the money out, you will see the preauth removed from the statement (depending on how your bank works) by the next statement.

But why did they do the pre-auth AFTER they had already charged me the ~$316?

You are not being charged twice- When first requested the card company provides a authorization number, when they submit the charge the authorization is cleared. If they charge again, which is possible the old authorization falls over within a certain number of days.
i am assuming this is a debt card, one of the main reason i never use a debit card for critical transactions.

THe funds will be removed from your balance until the authorization is either used or expires.

It is possible there was a mix up on the dates. I would relax, give it a few days (about 3-4) and the preauth should clear up. I've had the dates reversed on my statements before for preauths nbd
