If you have a Panasonic landline phone, try this:

Make sure the phone is idle (not in a call)
Press 2-5-8-0 at the same time
The phone will do a long beep, and will become completely unresponsive.
The only way to fix it is to reinsert the battery

Does someone know why Panasonic would implement this?

We have panasonic phones at my house. Our phones don't do what you said yours does when you dial that number. Our phones have an issue with the displays not working periodically though.

Don't dial it, just hold down 2, 5, 8, 0 when the phone is idle.

See how I can press the orange speakerphone button and it works fine, right?
Now watch as I hold down 2580 and it makes a long beep. After that, everything is frozen. I have to reinsert the battery for it to work.

I'm not saying it's broken or anything, I just find it weird that it does this.

I discovered it accidentally when I was randomly pressing buttons.

If you need to transport this phone, and not lose the battery charge by accident (like something pressing on the talk button intermittently and draining it out), press all the buttons along the center of the handset - 2,5,8,0 - together. The handset will beep, and go dead. Nothing you do to the handset will bring it on. To re-activate the handset, simply place it on the base for a few seconds".

Ok, I just held them down, and I get a long beep, but My handset doesn't freeze up. it works just fine. MY recent calls got cleared out though.
