The 2020 MBA isn't listed in the models for the USB-C Digital AV Multiport Adapter. It just mentions the 2018 MBA as only doing 1080p at 60Hz or UHD (3840 by 2160) at 30Hz.

Can the 2020 MacBook Air output 3840x2160 at 60Hz?

Yes, it works with that adapter and outputs 4K@60Hz.
HOWEVER, it will not do chroma 4:4:4 with this adapter. (USB-C doesn't have the bandwidth to do both HDMI 4K@60Hz AND USB 3.0 at the same time.) If you're only outputting movies and such, it probably won't matter to you. But if you're using the HDMI to a monitor, you may want a different adapter.
Cable matters makes an adapter that supposedly will output 4K@60 at 4:4:4 and features a USB 2.0 port.
I'm using a chapter USB-C to HDMI & PD which does 4K@60Hz with proper chroma 4:4:4

Thanks! Do you have a link to the Cable Matters adapter? I couldn't find mention of the chroma 4:4:4 on any of their adapters I looked up. Is that ever referred to in a different way? Because I've never seen that mentioned on any adapters I looked at, but I also wasn't specifically looking for it so I may have just missed it in the past.
And which adapter specifically are you using, if you don't mind my asking?
