Can the new iPad play 4K video? If you can, do you use a local player or a third party player?
 
Yes it can play 4K HEVC 8-bit and 10-bit HDR.

A decent player is Infuse Pro 5.
 
You could also use an computer app like Waltr 2 to move the file directly into the native tv app on the iPad without loss of quality.
