Is there a way to make the time capsule a server with an IP adress so you can access your files from outside your local network? if so any tutorials out there?

Considering it can already have an IP address and can even function as an AP, I'm not sure what mroe you want.

to access it outside my local network, like if i was at my friends house across town and wanted to download a file thats on my time capsule. I'm not too versed on networking other than setting up a basic local network so i dont know if thats possible with the features you just mentioned.

Sure it is. You just set the default gateway on the Time Capsule to the IP of your existing router.
