There is an activation tool lurking around that can make your computer act like an activation server to get rid of the activation lock.

I'll not link it but you can look for it. Does this mean the iCloud Activation lock is useless?
 
Can't say we've heard anything more than anecdotal stories about tools like that actually working (or at least working well). So doesn't seem like Activation Lock is useless.
 
Judging by the amount of iCloud locked devices still on eBay, I'd assume its either fake or very hard to use. Until I see some hard proof of it working, I doubt its real.
