Can you buy 5C on contract then cancel and pay ETF?

Picked up the phone today at walmart and went to verizon after to switch phones to different lines.
Cancelled the line the other day. The verizon guy was pretty sympathetic. He felt bad that I would need to pay the etf. He was giving me options like getting a Delphi thing for my car that would be $10 a month but since im leaving verizon in a few months it wouldn't be worth my time. I'll just pay the etf on my next bill.
Remember all states and cell companies charge taxes on the ETF. So a $325 etf can easily become $350-370 with cell taxes.
My etf was $240. Ended up paying like $35 in Maryland etf taxes
Also factor in activation charges of up to $36.
plus activation plus etf plus etf taxes. Your savings are deducted.
And some require u to keep line for x amount of days so you may incur a monthly charge.
