Can you charge the Apple Pencil 2 with the Apple Smart Folio Or Smart Keyboard on?

Not sure why the confusion. The charging side of the iPad is exposed for the pencil on both of those cases.
So there is no issue charging while using either of those.

The sharp edge sticks out ever so slightly, beyond the edge, so I wonder if this might block the pencil.

The overall pencil width is more slender than the folio case. So it nestles between both sides of the case; no issues whatsoever.

Yes, it works fine with the smart folio, that is what I have.

Bonus of using the folios with the Pencil—there is a very slight overlap that can sort of keep you from knocking the pencil off the magnet.
