I can feel a buzzing on the metal of the iPad Pro while it's charging. If I unplug it, it goes away. It happened while connected to a Logitech CREATE backlit keyboard. I didn't test it without the keyboard. I have the same feeling while my old MacBook Air is charging.
 
Do you mean if you run your hand along the metal of the iPad's case? Or is it just you touch the iPad, and the iPad is buzzing. Because if it is the latter, I've felt iPads, macbook pros, iPhones, and the metal on the Apple Watch charger, buzz for years.


I've had family member touch what I'm touching and none of them feel it. I'd love to know what causes this effect, and why not everyone feels it.

I feel it more when moving my finger anywhere on the metal. I don't feel it on the glass. See the Quora post. Maybe that explains what you feel.
 
You need to ground the power adapter or else it will buzz like that. You can use the ipad adapter in conjunction with a power cable from a macbook pro to try it out.
 
Maybe it'll benefit from a proper 3-prong with ground pin charger.
